We have a constitution right to move freely about our country.  Traditional toll roads were a means to pay for the necessary infrastructure but once the roads were paid for the toll fees were removed.  This is no longer the case.

 

Part of social engineering is to implement methods called "road diets", "calming of roadways" with meandering, curvy roads, and car lane restrictions etc.
